After doing all of the suggested fixes, I have found that it is necessary to
add several sites to the list of trusted sites under Internet
Options/Security/Trusted Sites
http://*.microsoftupdate.microsoft.com/
http://update.microsoft.com/
http://windowsupdate.microsoft.com/
http://*.microsoftupdate.com
http://*.microsoft.com
(this last one bothers me but without it, in the lower right of IE, you get
Mixed Sites instead of Trusted Sites so I don't have all of the right
specific sites listed in the previous 4 urls). I've also tried adding the
https versions of all of these.
restart the computer
let automatic updates run at least once
However, I have one machine that even this didn't fix so your mileage may
vary.
