fixes as posted below do not work for me

I'm getting, just recently, this Error Code: 80246008.

I'v tried all the remedies below such as registering the qmgr.dll and
qmgrprxy.dll files.

I've tried running Adaware and Spybot

I've tried making "automatic" in services, the Event Log and Background
Intelligent Transfer Service ...

NOTHING WORKS.

Incidentally and not sure if this is part of the problem; however, when I go
to my Firewall and click the Advanced tab, I see this error code: "The
network connection settings have become corrupted. To fix this, click
Restore Defaults. This will delete all of your settings for Windows
Firewall, and it might cause some programs to stop working." Well, I clicked
"Restore Defaults" and that didn't fix anything. Meanwhile, I still have
internet connections and connections to my network and no errors seen in
device manager list. VERY STRANGE!

HELP!! PLEASE!!

FIXED -

spent 4 hours with Microsoft yesterday. None of the BITS tips worked.
Finally had to re register dozens of dll files, deleted all "objects",
cookies and cleared cache from Internet Options. Renamed a log file in
Catroot folder.

As to the corrupted network connections, the following cured the problem -
