The flash disk could not be formated again as NTFS or FAT

I formated the flash disk from FAT to NTFS in vista.
But I could not format it again either NTFS or FAT again. The vista just
noticed me that the disk could not be formated.
However, the windowsXP could format this flash disk back to FAT.

My flash disk is 2048 bytes sector size.
If I use a flash disk with 512 bytes sector size, there is no such problem.

Is it possible that the vista could not support NTFS FS on the 2048 bytes
sector size disk?

Could anyone provide me some suggestions on this?

I have test an other flash chip.
If 2048 sector size is used, there is the same problem.

Now, it seems that this problem came from the Vista bug.
Wish microsoft could notice this problem ..................................
