First - how do you know it is installed?
Second - are you running 64-bit Windows 7?
If so - are you running the 32-bit Internet Explorer (or other browser)
when attempting to use Flash? (There is no current 64-bit Windows
compatible Flash Player.)

Last - what does any of this have to do with the Windows Update
functionality?
