Folder full control

How can I give full control to all users on a folder? I tried to mak
the edit but it said "Error applying security. Access if denied"

You login with the hidden admin account the one that has all the power
of the XP admin account to keep it simple. Your out of the box admin
account doesn't have the same power, logout when you're done.
