Folder Versions has Non Existent List in Previous Versions Tab

I'm a noob to this forum so I hope I posted in the correct place, if not
please advise...

Anyway here is my problem: When I click on the Previous Versions Tab in a
file/folder Properties dialog, Nothing is displayed under the Folder/File
Versions section. When I say nothing, I mean NOTHING. It used to have a list
saying "No previous versions available", but now the list doesn't even
appear, it just has a huge whitespace where this list used to be.

Any ideas or suggestions? I have already tried this:

And I have "File and Printer Sharing for Microsoft Networks " enabled, and
I'm pretty sure I have all the services needed running. I can make System
Restore Points and everything excpet this.

Anyway to upload a pic to see what I'm talking about?
