Folders in Windows Folder

I have lots of folders in the windows folder (eg: $NTUninstalKB821253$). I
presume they are uninstall folders for Windows Updates.
Can these be safely deleted or does Microsoft check these folders to see
what updates you need when you go into Windows Update.
I would like to delete them but do not want Windows Update to try and update
me again if they are needed.
