I notice with Vista that various scripts, tooltips, letters in general are
too light, gray, not black enough. Can this be fixed, I can barely read some
of them.

Aero accepts custom settings, if you want them. Control panel,
Personalizations, Window Color and Appearance, "Open advanced appearance
properties...", "Advanced" button, "Item" drop box set to 'tooltips', see
Font for "Color" ('Bold'ing it might be enough)

What about program names above taskbar when hi-lighted? Or msg boxes that
pop up when running the cursor over them, can I darken those too?
