How to force IE (ver.8) to reopen last seesion?

When Windows crashes, after rebooting IE (ver.8) offers to reinstall the
last session.
Now, when user terminates Windows normally, how to force Windows to do the
same (ask to reopen the last session) on the next Windows startup?
