Force install over old version

I have a program that was installed by Install Shield. It has
disappeared form the Programs list on Add Remove. I tried to reinstall
but I get a message that an Old Version is there and I MUST remove it
from Add Remove Programs :-0
YES a catch 22. I can't remove it because it is not there and yet I
have to remove it to install a new version.

The program writes told me to search for a particular phrase in the
registry and delete all those keys. What a PAIN. I did it but I still
can't install. Obviously something that Installer checks is still
there but I have to the faintest idea. I cannot even install a newer
version of the program. Is there any way to force this to happen?

One would thing they would give me more help as I wanted to buy the
new version but I cannot since I cannot install it :-)

I wonder if the following utility would be useful:
