Does anyone know of a way to force the "user must change password.." flag to
be set by default when a manual password is performed? Thanks.

What You mean by manual password? If this reset is performed from
script You may set pwdLastSet value to 0 which will force user to change
password at next logon.

When someone uses AD Users and Computers to reset the password, we'd like to
force the server to enable the checkbox by default.

No, there's no way to enhance ADU&C to do this unless You will add your
custom action do ADU&C

Tomasz is correct.

It would also be VERY difficult to do that correctly and
conviently since there is no built-in way to detect the
difference between a "service account" and a "normal
user."

There are also instances (e.g., dial user, web) where support
must set the password which may not be easy even for
a normal user to (immediately) change.

You can certainly write a script to do this, but it should document
very carefully that it does both Reset and Require Change.
