Nothing's new or changed with that behavior.
Always assume an update will require a reboot.
If your users are updating via Automatic Updates (vs WSUS), consider
changing the AU setting to "Download but notify" so that they'll (1) know
when an update is being installed and (2) be present (hopefully) if a reboot
is required.
