Fresh Install of NT 4.0, Windows Update won't work

Hello Everyone,

I just recently replaced a crashed hard disk and re-installed Windows
NT 4.0 Workstation on a computer. I then installed Active Directory for
Windows NT.

Then I tried to do Windows Update, but couldn't reach the site because
I only had Internet Explorer 2.0. So then I installed IE4, and tried to
run Windows Update, but had no luck, so I installed IE5, same result,
then IE6, still the same result.

The problem is everytime I go to www.windowsupdate.com I get the
following (lying) error.

Your current security settings prohibit running ActiveX controls on
this page. As a result, the page may not display properly.

I have checked my ActiveX settings in both trusted sites and internet,
and they are all set to Enabled. I also have added the following sites
to my trusted sites list.

http://*.windowsupdate.microsoft.com
https://*.windowsupdate.microsoft.com
download.microsoft.com
http://*.windowsupdate.com
https://*.windowsupdate.com

I have also replaced comcat.dll (version 5) with comcat.dll (version
4.71)

I also saw knowledge base articles that refer to some .dll files. The
articles state to delete or uninstall them. For some reason these .dll
files don't exist on the system. I have done a search for them (with
display hidden files), but cannot find them.

Nothing above works.
Does anyone else have and idea I can try?

Manually download and install the latest Service Pack:

Woops, I forgot to mention above that I installed that before I tried
updating. Any other ideas?
