The first thing you need is an FTP server that runs on Vista. Google should
help you there.
The second thing you need to do is make sure your ISP allows you to run
servers on their network. Many don't, and block the most useful ports that
servers would use, including FTP. Nothing to be done in this case, since
the ISP controls this.
Finally, if you have a router, you need to set up port forwarding so that
the FTP port(s) are sent directly to the PC running the FTP server. Details
on this process are in your router's manual.
