FTP publishing service will not start

on vista ultimate, i'm trying to start the ftp service (adter adding the iis
components from control panel) but all i get is:

"Windows could not start the FTP publishing service service on local computer.

Error 0x800cc801: 0x800cc801"

It should have posted more than that to System Event log. What is the error
event saying in the event log?
