When right clicking a gadget and selecting 'Move', the cursor changes to a 4
arrow-head cursor which appears to do nothing when I attemt to move the
gadget. I can move gadgets by other means but what is the purpose of the
shortcut menu option?

Use the left Click mouse button to drag and move gadgets on the Sidebar.
Simply hover over the gadget, then hold down the left click and drag to the
desired location, either up or down or off the Sidebar then release.

I agree. That method works fine. But when you have the 4 arrow head cursor,
holding down the left mouse button and attempting to drag a gadget does
nothing. Am I missing something?

I know how its used, when you activate 'Move' it is intended to use the four
way arrow keys on your keyboard. I assume this is just in case you don't
have mouse.

activated with the fourway arrow keys on your keyboard. Its confusing.
