Okay, I can tell you what the problem is. 2 years too late, but still
you have a computer (probably from HP) that came with MCIR 109 keyboar
driver installed. This driver screws with various key bindings
Uninstall it and your tilde will work. I just fixed my own problem wit
R:TW by doing it
