The GDI + Detections Tool update needs UI-rework

I've seen a few postings about updates not completing.

And, last nite, it happened to me, too. (I pulled down 3 pieces...2
DOT-NET sp-updates and the GDI thing.)

After letting it sit there all nite during GDI-install, the install progress
bar never
showing completion, I clicked on 'cancel'. It would not cancel
and dismiss the layered-dialog either.

Later on, I figured out why. There is yet another dialog from the
GDI+Tool update that was sitting there wanting a mouse-click, but
it was buried UNDER the WU progress-bar dialog window.

Somebody needs to set a 'window-always-on-top' or something.

(It's called 'testing', MS. And, UI-engineering.)
