Genuine Windows ActiveX NOT Listed as Add-On

In the past month my Windows Update has stopped working. I get the dreaded:

Validation Incomplete: Unable to Perform Validation[0x80080299]

Both of the following hotfixes/updates are reported as sucessfully installed
when I review my update history in Windows Update:

Windows Genuine Advantage Validation Tool (KB892130)
Windows Genuine Advantage Notification (KB905474)

However, when I go to Tools/Manage Add-ons, the Windows Genuine Validation
Tool is not listed AT ALL. I know it has to be there and enabled from all
the posts I've read. (Plus, it's there on my three other computers that are
updating fine.) I've gone to the Windows Genuine Validation site and the
ActiveX bar does not appear. So I use the alternate method and get
"Validation Not Completed: ActiveX Error". When I use the diagnostics,
everything passes (active scripting, activex enabled) until it gets to
Microsoft ActiveX controls loading and it stays stuck on "checking" forever
and goes no further. I have checked my security settings, uninstalled my
Zone Alarm firewall/antivirus/antispyware, tried to register
LegitCheckControl.dll manually with regsrv32 (it says it succeeds), deleted
my temp internet files, and on and on and on.....

It is obvious to me that the problem is that the LegitCheckControl.dll is
not properly being registered with IE6 to communicate with the validation
servers. What to do??? I'm at wit's end.

Something I find strange is that there is no Windows Genuine Advantage
folder under \Documents and Settings\All Users\Application Data.

Any answers for this poor tired soul? Thanks.

Locate the file:

C:\ Documents and Settings\All Users\Application Data\Windows Genuine
Advantage\data\data.dat

and delete it. Reboot, send your browser to
http://www.microsoft.com/genuine/
and click "Validate Windows".

Thanks Carey. But as I stated in my original post, there was no Windows
Genuine Advantage folder in:

C: \ Documents and Settings\All Users\Application Data\

which I knew was a problem. There is an Office Genuine Advantage folder in
this directory, but no Windows Genuine Advantage folder.

I've been to the Validate Windows site about 50 times in the last three
weeks hoping I've tweaked something that would trigger the ActiveX component
to load into the browser. It doesn't and whenever I use the "alternate
method" it gives me the "Validation Not Completed: ActiveX Error" and the
diagnostics site always stalls on "Checking" Microsoft ActiveX controls
loading. (All the tests before that pass.)

I've scoured web sites for info. Not meaning to offend, but please re-read
my post if you don't mind and you'll see what I've done.

So this suggests that:
either - you have third-party "security" applications blocking the loading
of ActiveX controls;
or - you have configured IE not to load ActiveX controls;
or - you are running IE with reduced rights (non-administrator).

Another site for testing whether you have your PC correctly configured to
load and run ActiveX controls is at

Hi Robin:

Yes, I would agree. However, this is just not the case.

1. I started out by shutting down my Zone Alarm and manually installing the
KB905474 update. Then I uninstalled Zone Alarm altogether and still no luck.

2. I have checked and rechecked the IE security settings for ActiveX hoping
for something to work. I know them pretty well but no luck. Set to Medium
and then became more liberal such as enabling signed ActiveX controls
instead of just prompting.

3. I know that site also (http://www.pcpitstop.com/testax.asp) and my
browser works perfectly with it. Just tried it again and it works fine.
Loading ActiveX and scripting.

Thanks for your help. But I've been down these roads multiple times before.

See previous post to Robin. Have installed this hotfix manually at least 5
times now. Still no ActiveX control seen in the Manage Add-ons of IE6.

If you now delete the ActiveX add-on from your PC (using Manage Add-ons),
can your browser still reload it afresh?

Good idea. I think I used this site long time ago and for all I know, it's
still installed from way back when. Can you tell me which control in the
list is the pcpitstop test control? I can't immediately recognize it.

And how do you delete it from within Manage Add-ons? I can see where you
enable/disable but not delete. Do I need to use an ActiveX manager?
