i get error [Error number: 0x8007043C]

plz help me alot of stuff is goign wrong.
my graphics is stuffing up i cant download microsoft updates.
my freind suggested to try seeing if any updates are available cause that
might fix me graphic problem so i tried and i can UPDATE plz help me i just
wana get everythign fixed

0x8007043C
Means: ERROR_NOT_SAFEBOOT_SERVICE.
Translation: You need a service which is not available in safe mode.
