How to get help on "Parental Control"

Hi,

The questions not how toe help ME, because I know how it works. The
question is how to get all help pages visible without this nonsense message:

"Because this computer is connected to a domain, Parental Controls
are not available"

This computer is not, and was never, connected to a (Windows NT/200x)
domain. How to get rid of this message and display all help.

Where?

Press F1 and type "Parental Control". The first item displayed is "Setup
Parental Control"
