get "software update incomplete" on 98 update

i'm trying to get windows update to work on a 98 se machine running IE6. i
get a web page telling me "software update incomplete" and suggests that my
security settings are too high. i've lowered them to the lowest level. i
checked out the web site they refer to:

http://support.microsoft.com/default...;Q319585&LN=EN

and i've followed all the steps with no resolution. i've also removed all
sites from my "restricted zones". what else to try? thanks
