BITS still will not start:
DnldMgr FATAL: Failed to connect to the BITS service; unable to start new
downloads or interact with existing download jobs. (hr = 80080005)

This error may occur if the Background Intelligent Transfer Service is not
enabled. Note: Even if you are not using the Automatic Updates feature, the
service must be enabled for Windows Update
