Getting Prompted while installing.

I have Windows Vista Ultimate x86, on a Windows 2003 domain. I am running
under a domain admin account with an account that is the admin of the local
computer. I am attempting to install Visual Studio 2008, however when I
attempt using vs_setup.exe I am prompted with a dialog box that "The
administrator has set policies to prevent this installation". I've
researched the problem online and get anything from turning off
administration elevation requirements to disabling the admin prompt. Any
ideals?
