Gibberish instead of English

My Windows XP Professional is displaying "gibberish" instead of English.
This is the second time in the last few months that this has happened. The
first time, my serviceman could only clean everything (i.e. reformat) my hard
drive and reload Windows XP. What a mess! Does anyone have a "less messy"
solution? I would really appreciate any help!
