Going in circles: KB953733 and error code 800B0100

I have a Dell Inspiron 1420 running Vista Home Premium.

I have been trying to install KB953733 but keep getting error code 800B0100.
I have been searching the forums and support center but end up going in
circles.

Some have suggested turning off Windows Sidebar but my Windows Sidebar
stopped working a long time ago.

In one place they talked about some tool (checksur.exe) but I haven't been
able to find the 32bit download for it (just a version for the 64bit OS)...

I prefer using Firefox, but have tried using Explorer to do all of the
updating, etc, but that hasn't helped either.

How do I get that update and remove that error code?
