What I did:

1. I looked at the c:\windows\windowsupdate.log.
2. The error message 0x80246008 wasn't really the problem.
3. Problem was that BITS wasn't running.
4. I opened up services.msc and look at BITS and saw that it was
stopped. I tried to start it and got an error code of -2147024894
5. I did some research on net and did the following:
add a key to the registry:
HKLM\System\CurrentControlSet\Control\BackupRestor e\FilesNotToBackup
6. Rebooted
7. Windows update works

Things that I did that didn't work:
1.
HKEY_LOCAL_MACHINE\SOFTWARE\Policies\Microsoft\Win dows\WindowsUpdate\AU
ii. Backup key first, export
iii. Delete keys of AUOptions and NoAutoUpdate
2. regsvr32 qmgr.dll
regsvr32 qmgrprxy.dll
3. Add the following to IE trusted sites:
http://Windowsupdate.microsoft.com
http://V4.Windowsupdate.microsoft.com
https://v4.Windowsupdate.microsoft.com
http://Download.Windowsupdate.com

May I ask how you tried to start BITS? I find that mine is also not running,
but not sure how to start it.
I do however have the registry entry:
HKLM\System\CurrentControlSet\Control\BackupRestor e\FilesNotToBackup

that worked. Thanks for the help. I had never used "services.msc". That a
cool tool.

It is /normal/ for BITS to be Stopped on a desktop system; however it should
be configured to start "Manual".

The WUA will start BITS when it is needed, and it will stop it when it is
done with it.

However, having the BITS server set to Automatic/Started will not hurt
anything (except, perhaps, hide the issue that is causing the WUA to be
unable to start it up).

Make sure ZoneAlarm or other process monitor like Ad-Aware is not running.

Try searching for the hex equivalent of that code: 0x80070002

Since you are using the web interface to newsgroups you can do that
simply by pressing Alt-7 and entering the code in the search input box.

Additionally, other web interface users have kindly marked and voted on
posts in their threads you can use the Threads with helpful posts filter

Hence you could fairly easily find this well received suggestion
from poster David_C in August:
