I was able to run gpedit.msc with MMC and able to set it back to 20%
apparently the downloaded script didn't work. But I am still not able to
correct the constant prompt for a certain program to be used when I
select a certain type of file. Also gpedit.msc does the same when I type
it in. I suppose I'll try to reboot and see what happens.
