GPO settings not affecting windows update

I have all my win2000 computers in a GPO.
In the GPO I have set the update server IP, 1 min after startup, no auto
restart and option 4 auto download and schedule the install at 05.00.
I have also set 'remove access to all windows update features' to 'Disabled'
in a diff't GPO (is that right?)

The problem is the settings are being half ignored, it updates from the
right location, 1 min after startup but at the wrong time and it does
restart!!! I want no user intervention at all...no alerts, message boxes etc
etc

Have I inadvertently set something in another GPO???? Maybe it's picking up
an old setting as I had to fiddle around a lot to get it to work at all.

Your users have admin rights on their machines? If yes, they have the choice
to install or not the updates.

My users are highly restriced, they are students in a school. What other GPO
settings may affect their windows update access.
Maybe I'll just wait until WUS arrives, I asume all this will be replaced.
