Graphics card problem when playing games?

Hello guys! Need your help! I have the PNY Geforce 9600 gt graphic
card. When i play WoW, my FPS constantly changes from between 1 fps an
60 fps. one second it will be 60 and the next second it will be 7, an
other times the game just freezes for seconds at a time. is ther
something wrong with my graphics card? did i install it incorrectly? i
really annoted cuz i know this is a good card but its not performance i
very inconsistent. please hel
