Now out of the blue when I start up my Dell Dimension 2400 it gets stuck at
the Windows Is Starting Up.... when I manually shut down and restart
then the screen comes up asking if I want to start normally or to do the
last known good configuration... which I opt for and it starts up fine.
This has happened about 3 times in the past week, or about 3 out of the last
10 times I have booted up.

I must say in the last month I have not been doing any windows upgrade
downloads. I had all sort of problems when doing so, such as blue screen
errors, freezing, etc. all I determined due to the windows hotfix downloads.
So what is this new problem with starting up on the first try?

Well I just got off a chat session with dell and all they had me do was to
go into msconfig and uncheck the box for Load Startup Items. I booted up
fine, however this wasn't a constant problem. Could that have fixed
whatever it was that simply?

Nope, spoke too soon. Now it freezes at the cursor right after Windows XP
black screen... doesn't even get to the Windows Starting Up. You know, I
swear this all started with upgrading to IE7.

Can I do a system restore to a day before I upgrade to IE7, will I have any
problems doing so?

A friend with a D2400 was also convinced that a whole load of recent
problems started with IE7.

It turned out that the problem was the "Driver update for Intel(R) 82865G
Graphics Controller".

If you too have installed this driver update, you could try rolling back to
the previous driver. That course of action cured everything on this D2400.
