GTA: VC not working!

I've recently tried to install grand theft auto: vice city on my new vista
computer. however it did not work. the process gauge loads until 50% quite
quickly, however once the gauge becomes half full it just stops for a long
period of time and i get a component transfer error.

it worked fine on my xp and windows 98 computer but i can no longer use
those.

i have a screenshot of the error:

if the link is broken, this is what the error says:

Component: GTA: Vice City
File Group: App Exectuables
File: E:\ data2.cab
Device Error: The request could not be performed because of an I/0


Help would be appreciated if anyone has a solution to why it is not working.
BTW what is an I/0 or I/O?

Right click on the game setup or install file, Properties, Compatibility tab,
select XP SP2 from the drop down list, and click Apply. Then try to run the
install again.

You could also try to right click on the setup or install file and run
"elevated": select Run as Administrator.

It still doesn't work.
would it work if i try server 2003 service pack one instead of xp service
pack 2?

you're kidding me right?

if you read my first post it clearly states that i am using "windows vista"

but moving on..... do u have any solutions to why it is not working??

GTA VC does not list Vista or Server 2003 as compatible OS's. Suggest you
run it under XP w/at least SP1. You can install Virtual PC under Vista, then
XP into it so that you have a compatible environment for the software.

wait what do u mean xp in to it.
when i installed virtual pc, it got a messege telling me that virtual pc is
not compatible with my OS.
my os is vista home premium, and when i looked at the supported OSs i only
saw vista business, enterprise and ultimate and the older OSs
