I was wiping my hard drive at home to get rid of Vista.

I opened my sealed “recovery drive” to perform the wipe.

The process appeared to work. Upon completion I receive the following
error message. “Windows cannot start because the following file is
either missing or corrupt. Windows root/system32/hal.dll”

You wiped the drive and now Vista will not start?

Yep, you successfuly wiped the drive.

Recovery drive?
As in recovery partition or recovery DVD?
Usually you have to perform a complete recovery to return the computer to
it's factory issued state.
It sounds like you stopped halfway through the process.
