Handwriting on top center of my monitor

When the UAC get invoked I get a little box that says handwriting when the
screen goes dark and you get the OK cancel box. What is this handwriting
thing do and why don't I get it on all my Vista computers when UAC is
started?

Open the Tablet PC functions on Start/.../accessories to turn off the tablet
input panel options.
