Hangs when I try to send a message

Installed the latest version of windows live messenger. I can login, however
if I try to send a message to a contact or initiate a video call live
messenger hangs.

In addition to this, the error message is (Not Responding)

The version is windows live messenger, version 2009, build 14.0.8064.206

OS is Windows XP SP3.
