Critical security updates sometimes replace vulnerable files that are
being used but can not do so until the system is rebooted.
Thus, the system is still *vulnerable* to exploits that the updates are
intended to mitigate.
Not rebooting is NOT good practice.
No other updates will be offered until the PendingReboot is done.
