Have to log on to shut down win2003?

Is there some option I need to enable to have "Shutdown" available at
the initial logon screen?

After booting my server, it normally just sits at the logon screen.
With a previous win2003 build, I could either hit ctrl-alt-del and
click "Shutdown" or just push the power button to initialize shutdown
at end of day. With this new build, I don't have the shutdown option
available (even after clicking to see "Options" in the logon) and
pressing the power button gives me no reaction.

Do these features need to be enabled somewhere?

Local policy or if a domain member, group policy. By default it's
disabled....and has been for a long time as far as I know.

Thanks, found the policy for "shutdown without logon".

Is there a second policy for the shutdown using the power off button?

Ignore that question... seems to be working now.
