Having Trouble sending and recieving

Account: 'POP3.live.com', Server: 'POP3.live.com', Protocol: POP3, Server
Response: '-ERR Cannot connect to POP server 65.55.116.126
(65.55.116.126:110), connect error 10060', Port: 110, Secure(SSL): No, Server
Error: 0x800CCC90, Error Number: 0x800CCC90

The message could not be sent. The authentication setting might not be
correct for your outgoing e-mail [SMTP] server. For help solving this
problem, go to Help, search for "Troubleshoot Windows Mail", and read the
"I'm having problems sending e-mail" section. If you need help determining
the proper server settings, please contact your e-mail service provider.

The rejected e-mail address was ''. Subject 'hey
sister', Account: 'POP3.live.com', Server: 'SMTP.live.com', Protocol: SMTP,
Server Response: '530 5.7.0 Must issue a STARTTLS command first', Port: 587,

what email provider are you using.. you might need change the setting
for your outgoing emails smtp and pop3.. the setting vary depending o
your email address.

Your settings for that account are not correct:

The incoming server must be on port 995 (not 110), and the SSL
option must be enabled.
The outgoing server has the correct port (587), but SSL must be enabled.

Live.com Settings:

Server names and ports:
POP3 = pop3.live.com Port = 995
SMTP = smtp.live.com Port = 587

Checkboxes you need to check include:

Server Tab: "My server requires authentication" (Click "Settings" button
also and fill in "Log on Using" email address - *** but do NOT check the
checkboxes there . . . .)

Advanced Tab: BOTH outgoing and incoming - "This server requires a secure
connection (SSL)"

General Tab (if desired but generally recommended): "Include this account
when receiving mail or synchronizing"

Should work - if you get errors post the entire error message (cut-n-paste)
for further assistance.
