I have 2 channels that have strong signal strength but no picture. There are
others with lower signal strength that come in fine. I read something about
the guide getting the digital channel info incorrect and then the tuner
doesnt pick it up. The fix is to go into user access control to change
this......How do I change this to the correct setting ?? Thanks

It is possible with a digital tuner to have too strong of a signal. Some
user's have had to use attenuators to lower the signal strength so that
their digital tuner would not get overloaded. by strong close by stations.

I have no issues on my Panasonic HDTV with reception, so I would think is has
something to do with how the digital channels are mapped from the EPG info.

Expectations that two ATSC tuners will give you the same results is
unrealistic because there are 6 different generation of tuners implemented
by dozens of different companies, all with different tuning abilities. With
a very strong signal there is a risk that the antenna will also pickup a
second reflected or mulitipath signal. If your tuner is not well known for a
better then average ability to handle multipath, experimenting with a
attenuator to confirm or rule out multipath problems as the source of your
problem is a good idea.

By the way what model tuner are you having problems with?

Its not likely to be a channel mapping issue in the guide.

If the atscchannels.xml file were to be wrong, you wouldn't see any bars in
your signal strength unless the station is mapped onto another ATSC station's
frequency. Its possible, but not likely. Search for that file, make sure you
search for hidden files.

Most probable is a PSIP issue from the station itself. Your Pansonic tv can
handle the error but MCE cant.
