Help and Support Centre not Display Correctly

I've been living with this for a while but it's starting to annoy me now. My
Windows Help and Support (Start > Held and Support) doesn't display
correctly. I get text in the default html font (Times New Roman), missing
images and no backgrounds it like it's lost it's CSS files.

Anyone now how to rebuild this?
