Help and Support function has broken

I am using Windows Vista HP and the Help and Support function has broken.
When I click Start, then 'Help and Support' on the list on the right I get:

"Internet Explorer cannot download / from help. Internet Explorer was not
able to open this Internet site. The requested site is either unavailable
or cannot be found. Please try again later."

Can anyone help me get it back? Maybe I need to change a setting in the
registry?
