Help and Support missing

Good grief - what next?

Did a complete reinstall of WinXP from CD (which includes SP2) after
completely wiping (formatting) the HD. Now have several problems, for now
lets address we have no Help and Support or anything that requires it.

How can I get it back?

Any Suggestions???

Tried a fix from www.kellys-korner which basically says go to
C:\Windows\inf\pchealth.inf and click install. Says to insert SP2 CD, and
find dataspec.xml I have the WinXP upgrade CD which includes SP2, but it
can't find this file.
What to do.
