Help, can't install dll

I have Vista Ultimate 64 bit on a new HP notebook. I make HTML stationery
and need to install the dxtmeta2.dll
The dll is 32 bit and won't install. Even with the User Account Control
turned off. Is there anyway to work around this and get the dll to install?
Any other suggestions?

Where and how are you trying to install it?

32-bit system files should be under C:\Windows\syswow64, not system32 in an
x64 installation..

Thank you Rick for your reply. I took the dll out of the system32 folder
and downloaded it to C:\Windows\syswow64. How do I register it? I tried
regsvr32 dxtmeta2.dll but it says
The module dxtmeta2.dll failed to load. Just putting the dll in the folder
doesn't make the stationery work.

Hi,

That'd be the normal way. You might want to check with the program vendor at
this point.
