help dell shut down

I have a dell that when you shut down with windows it powers down all but
the processor and video and fan

Are you SURE you are shutting it down? The icon next to the Search field
that LOOKS as if it's an on/off switch, isn't. It's the "sleep" or
"hibernate" button. You need to click on the arrow at the far right of those
three in order to get the "Shut Down" dialog.
