Help-Hidden folders in Start Menu

I have several Start Menu program groups (Accessories, Maintenance, Startup)
that do not show in my list of Programs when I click the Start button.
However I can see them if I right click All Programs and select Open All
Users. I can't determine why they are not listed when I click the Start
button. If I try to create a copy I'm told I'm about to merge two folders.
How can I determine and correct the problem so all my groups appear in the
Start Menu? Can someone suggest the best place to post this question for a
response? Thank you
