Help!!! Quick Launch Toolbar Broken...

Some how or another the Quick Launch Toolbar is broken in my Vista Ultimate.
When I right click on the start bar and choose toolbars/quick launch nothing
happens. I have looked in the directory: C:\Users\Robert
Barnett\AppData\Roaming\Microsoft\Internet Explorer. There is a folder
called Quick Launch there with my icons in it, however it will not show up
when I choose that toolbar.

How can I fix this? I have tried restoring from a restore point, however it
looks like this happened long ago because my oldest restore point won't fix
it.

Also, I just tried creating a new Toolbar called Quick Launch and I get an
error message that reads...

"Quick Launch. Path does not exist. Check the path and try again."

Just incase this helps any.

Did you first right click on the Taskbar and remove the check next to lock the
Taskbar?

Then look for the faint dotted lines next to the start button and place your
cursor over them until it turns into a double headed arrow and drag to the right
to resize the area for the Quick Launch toolbar.
