HELP: Startup files corrupted after power is switched off accident

Help!
The startup programs such as the Windows Sidebar, Norton Internet Security
and the Toshiba system programs cannot be started after I accidentally switch
my power supply off. I'm using a Toshiba laptop, and now the Fn key is not
functioning which is very important to turn wireless on/off, sleep,
brightness, and others!

I tried to do system restore but after restart it tells me that the windows
failed to restore to previous setting.

And before this the startup programs can be sorted according to Publisher in
Software Explorer, but now... This is the screen shot:

Please help me solve the problem! I want to avoid re-installing windows if
possible.
