help with system restore

i`m trying to do a system restore [ by going into help and support then
clicking into system restore ]
to my computer because eariler i had shutted down
my comp during a service packet update. everytime i
try to system restore it says "system restore has been turned of by group
policy. to turn on system restore
contact your domain administrator". i think i`m the
domain administrator.. i mean i do own the computer.
but i just don`t know where to change the option so i can system restore
again. can anyone help me? thanks.

have got the same problem have tried to restart system restore in safe mode
but no luck,any body out there got any ideas
