Explorer.EXE Windows cannot access the specified device, path, or file.
You may not have the appropriate permissions to access the item.

This message keeps opening whenever i try to open my control panel. I
have recently installed AVG 8 and want to remove it as its constant
scans slow down programs that i am using. Please can someone help me
resolve this as its driving me crazy. Thanks.

"Help!!" is not a very helpful subject line, is it?

1. You could look in the AVG program folder to see if there's an uninstall
option there.

2. You could go to the Start orb > Start search, type AVG there, and see if
Uninstall avg shows up.

3. You could do as in 2. and open the AVG folder that might appear there.

4. You could go to the AVG website and see if they offer a download for
uninstalling the program.

5. You could turn off UAC to see if that helps.

'Safe mode' uninstallation of AVG is another option. Tap f8 on startup to
enter safe mode, and try Control panel (--> Programs) again.

Click Start and type gpedit.msc and hit enter. Click continue if asked. Then
a window with title "local group policy editor" will open. Under User
configruration click Administrative Templates then control panel. Now on the
right side you will see "Prohibit access to control panel" double click on it
and set it to disable. now log off and log on and you should be able to
access control panel. other wise there is some virus disabling everytime you
startups. For that disable all startups from msconfig and then do the
gpedit.msc thing again even if it shows disabled by enabling and disabling it
again. I hope you can now access your control panel.

And if the OP has Basic or Home Premium, neither HAVE gpedit.msc.

Gpedit.msc is only available in Vista Bus & Ultimate. If he has a Home
version, he can't do that.

Try removing AVG as the other's described... but a system restore to a
point before AVG was installed should be on your short list.
