Start at the begining.

Has it ever connected?
How do you connect? direct to pc or via hub?
Administrator?
etc

Here it looks like Activesync is able to detect the
connected device:

I would turn off any firewalls and any other network
security programs first see if that helps.

Activesync 3.5 is known to have connectivity problems with
Windows 2000 & XP. You will need at least Activesync 3.7.1
& 3.8 is available for download from pocketpc.com.

Make sure you uninstall AS 3.5 & reboot the computer
before installing AS 3.8 (or 3.7) or the upgrade may
inherit the connection problem.
